Notify users when emails are unable to send due to any email changes, server hiccups, Google revoking tokens

Sometimes emails stop sending and keep getting rescheduled or get stuck in processing due to changes in email settings, server hiccups, or Google revoking tokens. The ability to notify users when this issue occurs would be really helpful.
